The Silver Eagle Proof from the United States Mint is the highly sought-after collectible edition of the American Silver Eagle Coin. Does anyone know if the US Mint produced the 1999-00-01-02-03 US State quarters SILVER proof set.?

I am talking of the packaging with the gray eagle, not as a part of the full year set. I can find only the gray eagle packaging from 2004 and up. Thanks!
