First: The numbers you are referring to have to do with the condition of the coin, not the design.
MS (for Mint State) 70 is the so-called perfect coin - no blemishes or nicks visible under 10x magnification. MS-69 coins can have one or two tiny nicks, on down to MS-60, which is an uncirculated coin with quite a few dings and contact marks. That is why an MS-67 coin is worth more than an MS-60 coin.
The 1971 plain and D mint mark dollars are not worth much more than $1, as you have found. The mint mark is a small letter D or S beneath the truncation of Ike's neck and above the 71 in the date. (Coins produced at Philadelphia mint have no mint mark). The S mint mark coins are 40% silver and contain .3162 troy ounces of silver. The uncirculated coins have a normal looking finish, and the proof coins have a highly polished, mirror like finish.

Added later:
The coin in your photo has been professionally graded MS-67 by a third party grading company. The company that graded the coin in your photo (NTC) is one I have never heard of. NGC, PCGS, and ANACS are the most widely recognized grading services, and I would not buy a coin graded by anyone else. For that reason, I would say that the price being asked is far too high.

As the first answer stated, someone needs to SEE the coins and evaluate their condition. A mint condition coin is worth MANY times the value of a similar coin is poor condition. I personally don't know it ANY of what you list is worth more than 'face value'.

Correction: The 2000 Golden Dollar coins are worth exactly $1.00 each, unless there was a defect from the mint.

you'd have to take them to a coin dealer - some of them - condition could make a big difference

I am not so sure that the Dansco albums themselves are archival. Also taking the coins out of the hard plastic holders means you had to handle them and I hope you used coin gloves. On modern proof items I have noticed they sell better with original boxes and capsules. To me it has always been the coins not the holders that count but modern buyers are plaing a dangerious game for some holders are not that great and most come from by the mint. That is mint set and proof set holders. Myself I have some of the silver eagle proofs only because a good friend past on and I got his proof eagles. They are dated 1994-2000. A couple dates are on the scarce side. If I do keep them I will buy archival capsules for them, but not sure how I would display them. You are right the silver eagles in proof are really nice and they should be displayed but not so sure about an album. Maybe Eagle makes an album for them. You can go to www.brooklyngallery.com or www.eaglecoinholders.com to get an idea of what type of archival systems are available. Brookly has a lot of systems and the prices are good. Hope this helps.

Why choose, unless you have to,like you have money reasons.I would choose both and sit on it for a while because the cost of gold has gone up,meaning you get more for it now.I would choose the other one as well, simply because of the limitations that it already has on it.There is money in both.I hope that this helps.Good luck and best wishes..

I personally would want the Gold Buffalo simply because I have numerous Silver Eagles already... BUT if your mother is a small time collector or beginner, she will be more than happy with the Silver Eagle $1.

Why not get her the Silver Eagle now and start saving for the Gold Buffalo for a gift NEXT year ! It's a win win situation for both of you. If you are financially stable and money is NOT the object then get one now and the next for her at the next gift giving holiday of your choice.

Either way she will love what you give her... I know I enjoy ANYTHING my son gives me, even if it is a coin I already have. I gladly accept duplicates of any part of my collection. : )

Be sure to include a hug !!

If the coin has been painted it is considered damaged by coin collectors. As it is now it is just a memento of the millennium. It still has its silver value and is worth at least what an ounce of silver is selling for on the day it is sold. Colored as well as gold plated coins make an interesting gift but have no collector value. The only way to get a value is to put it on a on line auction or see what someone would offer. I saw a colored set of state quarters, well up to the last one in a nice wood frame and it was impressive and would make a good item to pass down in the family but it has little collector value at least yet. Maybe in 100 years who knows. I would just keep it for now.
